A webcast of the entire General Membership Meeting will be available on the C.A.S.H. website. 

C.A.S.H. Chair, Joe Dixon, called the meeting to order at 11:05 a.m.  New members and guests were welcomed and introduced.

Joe welcomed attendees that were joining the group on the web.  Joe encouraged those interested in sponsoring the monthly meeting webcast to visit the C.A.S.H. website.

Governor Appoints Eraina Ortega to Department of Finance (DOF)

The following appointment was made on August 15 by the Governor.

Eraina Ortega, 39, of Sacramento, has been appointed chief deputy director of policy at the California Department of Finance. Ortega has served as senior legislative representative at the California State Association of Counties since 2008. She was manager of the Judicial Council’s Office of Governmental Affairs from 2001 to 2008 and a policy analyst at the California Legislative Analyst’s Office from 1999 to 2001. Ortega earned a Master of Public Policy degree from the Harvard University, John F. Kennedy School of Government. This position does not require Senate confirmation and the compensation is $161,916. Ortega is registered decline-to-state.

SAB Program Review Subcommittee – Dwelling Units, Supplemental Grants, and Portable Classrooms – August 13, 2013

The SAB Program Review Subcommittee met to continue discussing a number of issues that have been addressed at prior hearings, including dwelling units and new construction eligibility, consolidating supplemental grants, and the funding of portable classrooms.  While each of these items received in-depth treatment, the subcommittee did not reach consensus on any major policy recommendations.  Additionally, they decided to postpone discussion of the definition of a classroom and options for loading and county classrooms to a subsequent hearing.

Proposition 39 Implementation Program – Funding Allocation for Energy Projects

The following information has been provided courtesy of the California Energy Commission.

The California Energy Commission was designated through Senate Bill 73 to lead a process with its sister agencies to develop guidelines, which will be posted on our webpage when completed. The public will have opportunities to offer public and written comments at future workshops. The legislation includes a number of requirements to ensure Proposition 39 funds deliver the expected energy efficiency and cost savings, and spells out the details of how the grant funds will be allocated to California’s K-12 schools and community colleges as described in the chart.
