C.A.S.H. General Membership Meeting, Wednesday, May 28, 2014

Jenny Hannah, C.A.S.H. Vice Chair, called the meeting to order at 11:05 a.m.  New members and guests were welcomed and introduced.

Jenny reviewed the current status of AB 2235, the bond bill.  It is moving out of the Assembly and is now headed to the Senate.  C.A.S.H. will now start to ask for contributions for the bond campaign.

Bond Bill Passes Out of Assembly

This afternoon, the full Assembly passed the bond bill, AB 2235 (Buchanan/Hagman).  The authors both spoke about the need for a new bond, and there was no opposition.  The bill passed with a 68:0 vote, though more members who were not present at the time of the vote may add on in support.

The minutes from the March 26, 2014 and April 7, 2014 meetings were approved unanimously.

 

Executive Officer Statement

Lisa Silverman provided updates on the following items:

–          Fund Releases for Priority Funding Apportionments – 103 projects in 44 school districts received apportionments on April 7, 2014.  These districts must submit a valid fund release (Form SAB 50-05) by Monday, July 7, 2014 or be subject to non-participation regulations.

Legislature Acts on School Facilities Budget Proposals

The Legislature is continuing its work on reviewing the Governor’s budget proposals, and over the last few days the Assembly and Senate have both acted on the following school facilities items originally proposed in January:

 

–          Emergency Repair Program – The Governor proposed providing $188.1 million in one-time funds for the Emergency Repair Program (ERP).  The education budget subcommittees in both the Senate and Assembly have approved the ERP funding at $188.5 million; the slight increase from the January proposal is based on technical adjustments in the fund source.

Preparing Today’s M&O Leaders for the Challenges of Tomorrow

My career in school facilities began in maintenance and operations, and as C.A.S.H. Chair, I have watched with great concern as state programs and funding that provided direct support for school maintenance have been eliminated. Most recently, the Local Control Funding Formula (LCFF) has replaced California’s existing school finance system, and the “Good Repair” standard included in the LCFF’s Local Control Accountability Plan (LCAP) has significant implications for how school facilities will be maintained going forward.
