State Allocation Board Regulatory Notice

TO:  ALL SCHOOL DISTRICTS AND COUNTY SUPERINTENDENTS OF SCHOOLS

The State Allocation Board proposes to amend Regulation Section 1859.163.1, which would align the Charter School Preliminary Apportionment general site development grant with the New Construction general site development grant.  Please click on NOTICE (link) or you may go to the OPSC Website at:  www.dgs.ca.gov/opsc, under Resources, then click on “Laws and Regulations,” then click on “SFP Pending Regulatory Changes.”

C.A.S.H. General Membership Meeting – Wednesday, March 25, 2015

A webcast of the entire General Membership Meeting will be available on the C.A.S.H. website.

C.A.S.H. Chair Jenny Hannah called the meeting to order at 11:03 a.m.  New members and first time attendees were welcomed. She introduced herself and asked those who haven’t met her yet to please introduce themselves at some point during the day. Jenny encouraged members to sponsor the monthly meeting webcast.  More information can be found on the C.A.S.H. website at www.cashnet.org. Jenny acknowledged new C.A.S.H. staff members Laurie Eaton and Kyle Tanaka, and thanked them for their hard work at the Annual Conference.

Jenny updated the membership on the 2016 State School Bond Initiative. We now have Title and Summary, and that means we have the language to be able to move forward to put it on the ballot once the signatures have been collected. The petitions are being printed and you are welcome to get involved with the volunteer effort. C.A.S.H. will have a training webinar to help those folks willing to volunteer – we want to make sure we have accuracy in our signature collection efforts.

On Wednesday February 25, 2015, I was honored to become the new Chair of the Coalition for Adequate School Housing (C.A.S.H.).  I would like to thank the Board of Directors, and in particular our immediate Past Chair Joe Dixon who has left a significant legacy with his leadership on Californians for Quality Schools school bond initiative and the creation of the C.A.S.H. Maintenance Management Certificate Program. I will do my best to carry the torch as high as he did.  I would also like to thank our esteemed past chairs who created the tradition of excellence that we now try to uphold, including Gene Hartline, Bill Cornelison, Connie Barinoff, Mamie Starr and Kathleen Moore.  When my time is done as chair, I will be honored to join this esteemed group and be a resource to future leaders as they have been for me.

Senate Environmental Quality Committee Approves Bill to Restrict Use of Artificial Turf

On Wednesday March 18th the Senate Environmental Quality Committee heard and ultimately approved SB 47 (Hill) on a 5-0 vote.

As introduced SB 47 proposes to prohibit the installation of new artificial turf fields and playground surfaces containing waste tires for two years (January 1, 2016 – January 1, 2018) while specified state agencies conduct a comprehensive study of the potential health impacts for users of play surfaces.  The bill specifies that artificial turf fields and play surfaces made from alternative materials that do not include waste tires are not subject to the moratorium, nor are projects under construction or that have signed a contract for installation before January 1, 2016.

C.A.S.H. 36th Annual Conference Recap

The 36th Annual C.A.S.H. Conference held, February 23-25, 2015 at the Sacramento Convention Center and Hyatt Regency was a huge success! There was a positive vibe from the over 1,500 attendees, exhibitors and speakers throughout the two and one-half day event. The attendance was up by 20 percent, we added 30 booths to the trade show floor, and sponsors were at an all-time high! The increased attendance was evident in many packed workshop rooms and significantly increased traffic through the trade show hall – especially during the opening night’s welcome reception.
