Yes on Proposition 51 Background Briefing

Proposition 51 is a statewide school facilities bond that will appear on the November ballot to clear the current multi-billion dollar backlog of school construction projects awaiting state funding, and put a significant dent in the future projected school facilities need. With too many children attending school in aging classrooms without modern resources, Prop 51 will invest in these students’ lives and increase the potential for their success by upgrading schools to meet current health and safety standards, and improving classroom technology, computers systems, science labs, libraries and facilities that support career technical education. The state has not passed a bond since 2006, and students and teachers are paying a price for it.

Level III Update

On Friday July 22nd, the Sacramento Court heard the arguments regarding the State Allocation Board action to trigger Level III fees. That action is being opposed by the California Building Industry Association.

We hope they will act soon and we will advise you of that action as soon as we know the outcome.

CDIAC Workshops

The California Debt and Investment Advisory Commission has forwarded information about a couple of upcoming seminars that may be of interest. The first, Municipal Market Disclosure, delves into the development of disclosure policies in light of the SEC’s emphasis on them as a result of MCDC. Megan Reilly, CFO of Los Angeles Unified School District, is scheduled to present during two sessions on September 8.

The second seminar is their flagship program, Municipal Debt Essentials, which is a three-day comprehensive program covering the fundamental concepts of debt issuance, the steps an issuer takes in preparing for a bond sale, and the process of accessing the capital markets. They have revamped the seminar to include applied learning exercises that they hope will help participants synthesize the information from the presentations.

Yes on Proposition 51 Campaign Announces 395 Endorsements of the School Facilities Bond Act of 2016

Today, the Yes on Proposition 51 campaign announced that the Kindergarten Through Community College Public Education Facilities Bond Act of 2016 has received another 174 endorsements, bringing the total number of endorsements from organizations, businesses, education leaders, and elected officials to 395. Notable and recent endorsements of the measure include the California Democratic Party, the California Republican Party, the California Taxpayers Association, the California Labor Federation, the League of Women Voters of California and 146 school districts.
