Summary of State Allocation Board Meeting for May 23, 2018

Executive Officer Statement

In her Executive Officer statement, Lisa Silverman gave the following updates:

Priority Funding Apportionments

In regards to the March 21, 2018 meeting the State Allocation Board (Board) approved 90 projects representing 63 school districts for $191 million in priority funding apportionments.  Of the 90 projects, 74 projects are required to submit the Fund Release Authorization (Form SAB 50-05) by Tuesday June 19, 2018.  Ms. Silverman also stated that Office of Public School Construction (OPSC) has received 31 (out of the 74) of the required forms SAB 50-05 for a total of $64.9 million.

Upcoming Priority Funding Filing Round

The next priority funding filing period began on May 9, 2018, and will close on June 7, 2018.  Priority funding requests with original signatures must be physically received by OPSC before the close of business on June 7, 2018.  The requests are valid from July 1, 2018 through December 31, 2018.

Joint Agency Workshops – Career Technical Education Facilities Program (CTEFP)

OPSC, California Department of Education (CDE) and the Division of the State Architect (DSA) are continuing to hold joint agency workshops to provide school districts and stakeholders with updates on the School Facility Program (SFP), CDE processes, and DSA submittals and process changes.  The CTEFP workshops are scheduled for the following dates and time:

  • Wednesday, May 30, 2018,1:00 p.m. to 4:30 p.m. in Van Nuys, CA
  • Thursday, May 31, 2018, 8:30 a.m. to 12:00 p.m. in Riverside, CA

Before the Board moved to hear appeals, Assembly Member Patrick O’Donnell requested that the Board agendize a discussion on Construction Cost Index (CCI) adjustments for a future meeting. Assembly Member O’Donnell requested that it include statute, legal implications and past practice.  The Board agreed to agendize the discussion.

Appeals

The Board heard and APPROVED the following appeals:

  • Muroc Joint Unified (Kern County) – request to receive expedited unfunded approval for the Baily modernization project, and approval of the Seismic Mitigation Program project.
  • Mountain Valley (Trinity County) – application for Facility Hardship funding.

Action Items

CTEFP Unfunded Approvals

The SAB provided $125 million for the fourth funding cycle of the SFP CTEFP, which will fund 73 projects totaling $124.5 million for placement on the Unfunded List (Lack of AB55 Loan) for CTEFP grants.  Proposition 51 provided the CTEFP $500 million in bond authority.

The next State Allocation Board meeting is scheduled for Wednesday, June 27, 2018 at 4:00 pm.

James L. Murdoch Lifetime Achievement Award – 2018

Each year during the CASH Annual Conference on School Facilities, in the memory of Jim Murdoch, CASH recognizes a member who has a commitment and dedication to the betterment of school facilities. Jim was the first legislative advocate for CASH and through his leadership, CASH became the strongest statewide organization with the mission of improving K-12 learning environments. In February 2018, Duwayne Brooks, former Director of California Department of Education School Facilities, was honored with this award.  Duwayne and his wife were traveling at the time of the presentation and could not be in attendance. CASH pre-recorded the presentation and it was shown during the Annual Conference.  [See video here]

In addition, Duwayne wanted to share the following about Jim with the CASH family:

I am sure many of you have your own favorite memories of Jim.  My favorite memories are the times Jim would call me, and we would brain breath about how we might improve things and expand the reach and influence of CASH. I know I am not the only person Jim would contact, but I felt honored that he included me in the circle of individuals he felt were worthy of consulting. He would call me on a regular basis, and I called those moments “my Jim time.” I looked forward to our chats, and I was pleased when, on many occasions, the things we discussed came to fruition because of Jim’s hard work.  

When Jim passed away I really missed my “Jim time”. It left a huge void in my life. I have to admit that I was angry when Jim passed away without me having an opportunity to talk to him at least one more time. But over the years, I realized I was being selfish, and I understood why Jim didn’t want a lot of people trooping in during his last moments. 

I just hope that Jim realized how much people admired, respected and appreciated his years of service to the millions of California school children passing through the halls and doors of our schools. I still miss my “Jim Time.”

CMMCP Third Cohort Meets at Boot Camp

The third cohort of the CASH Maintenance Management Certificate Program (CMMCP) met during Boot Camp at the UCLA Conference Center in Lake Arrowhead, California, May 1-4, 2018.

Core Instructors Joe Dixon, Cathy Allen, Fred Diamond and Noemi Avila-Zamudio led the intensive three-day program of lectures, team-building, and individual and group assignments.

Guest speakers included: CASH Legislative Director Tom Duffy; CASH Past Chair Terry Bradley, School Business Consulting; Sara Slater, Long Beach USD; and CASH Legislative Advocate Ian Padilla.

The cohort began their coursework during Boot Camp, which will culminate with the development and presentation of their Planned Maintenance System capstone projects at the 40th Annual Conference on School Facilities in February 2019.
