State Allocation Board Defers Action on Proposal to Cease Accepting Applications

Today the State Allocation Board (Board) deferred action on a proposed regulation to cease accepting applications once bond authority has been exhausted. Approval of this proposal would essentially eliminate the School Facility Program (SFP) for projects outside of Proposition 51 bond authority. New Construction Proposition 51 bond authority is expected to be exhausted by October 2018, and Modernization bond authority is expected to be exhausted by September 2019.

CASH urged the Board to defer action and to thoroughly vet the proposal and its significant impacts. Chair Jacqueline Wong-Hernandez stated that she would like the proposal to come back before the Board in August 2018, and indicated that she intends to involve stakeholders in the review process.

OPSC Proposes Regulatory Amendments to Cease Accepting Applications

It is imperative that we bring to your attention a serious matter that will be presented to the State Allocation Board (Board) on Wednesday, June 27, 2018. The Board item proposes ceasing the acceptance of applications by OPSC under the School Facility Program (SFP) as bond authority is exhausted. It is anticipated that bond authority for the new construction program will be exhausted this fall and for modernization in 2019. Such action by the Board would jeopardize the continuation of the SFP into the future. The proposal suggests urgency.

We request that you communicate immediately with your legislative representatives asking that they in turn communicate with their Senate and Assembly colleagues on the Board requesting a delay of any action on this proposal at this time. Again, the proposal suggests urgency. This matter is serious and requires a full public vetting.

I strongly recommend that you attend the Board meeting on June 27th to voice your concerns and to request a delay of action.

2018-2019 Budget Update

The 2018-19 State Budget was approved by the Legislature on Thursday, June 14, along with the first batch of trailer bills.  More budget trailer bills will be signed next week, and we will report those changes when they become available.  The following is a highlight of what was included, and of interest to the school facilities community.

General Funding

The 2018-19 State Budget provides increased support for the Local Control Funding Formula (LCFF) and one-time funding for discretionary purposes.  For the school facilities community, this is an opportunity to fund critical maintenance and school safety priorities by participating in the Local Control Accountability Plan (LCAP) and highlighting on-going local capital needs, and using one-time funds for one-time needs.

Presentation proposals for the annual California STEAM Symposium in Long Beach

Presentation proposals for the annual California STEAM Symposium in Long Beach are due on June 20th, 2018. This year the conference will be held from October 28 to October 29. Partnering with a local education agency is optimal for our commercial partners in order to avoid being considered a vendor. The following conference strand recognizes the importance of school facilities in STEM and STEAM learning:

Essential Conditions for 21st-Century STEAM Teaching and Learning: Innovative learning environments promote inquiry and facilitate collaboration, critical thinking, communication, and creativity to help meet the needs of a variety of learners. STEAM learning environments that are student-centered require flexibility and accessibility for various types of learning, including project-based and Social-Emotional Learning, outdoor learning, modernized technology, and personalized instruction. Educators can support our diverse student population to succeed by designing instruction to foster a positive classroom environment where all learners are engaged and able to express what they know. Hear educators and facilities professionals share promising practices that cultivate success through their physical and conceptual structures.

Call for Nominations – Legislative Advisory Committee

The CASH Nominating Committee is now accepting nominations to fill one (1) public sector seat on the Legislative Advisory Committee (LAC).

The LAC is advisory in nature. Its purpose is to provide the Board of Directors (Board) with an annual draft legislative platform and recommendations on action/positions to be taken by the organization on existing or pending legislation. The Board Policy for the LAC states that the Nominating Committee shall solicit names from the general membership and present a slate of candidates to the Board of Directors for approval. Self-nominations are encouraged.

All LAC appointments are for two (2) year terms. Terms are from September 1 through August 31. Each member may serve a maximum of two (2) two-year terms, for a total of four (4) years of service.

Nominees must possess the following qualifications:

  • Active member in good standing;
  • Involved in school facility planning and/or management; and
  • Attend CASH meetings, conferences and workshops on a regular basis.

Why you should apply/nominate:

  • To assist CASH in pursuing legislative goals and regulatory objectives;
  • To be “in the know” about the latest issues and share them with your organization;
  • To develop a personal network of new colleagues and become familiar with different state agencies and legislative leaders; and
  • To participate in CASH.

Letters of nomination should include the following:

  • Name, title, address, email, phone number and photo of the nominee (in jpeg format);
  • Experience and background in school facility planning and/or management;
  • Current involvement in CASH; and
  • Reasons this individual is a good candidate and would make a good committee member.

CASH makes every effort to balance the members of the LAC among geographic locations, private and public sectors, and other related factors.
