High Hopes…And A lot of Work to Do

I am honored to have been chosen to lead the CASH organization during a consequential time for the school facilities community. I have been involved with CASH for more than 23 years and I am passionate about our K-12 public schools and to make them the best that they can be.  I believe that California’s students and teachers deserve classrooms that provide environments that meet the 21st Century curriculum and provide healthy and safe places of learning.

State Allocation Board Hears Routine Business

Today the State Allocation Board (Board) met to hear routine business items.  The Board welcomed two new members: Senator Connie Leyva (Chair, Senate Education Committee) and Senator Richard Roth (Chair, Senate Budget and Fiscal Review Subcommittee No. 1 on Education).  They replaced Senator Ben Allen and Senator Richard Pan.

Executive Officer Statement

In her Executive Officer Statement, Lisa Silverman provided the following updates:

  • Upcoming Bond Sale – A state General Obligation bond sale is in progress; Office of Public School Construction (OPSC) staff anticipate receiving bond proceeds for the School Facility Program and will prepare Priority Funding Apportionments for the April 2019 meeting.
  • Status of Applications Received Beyond Bond Authority – As of February 28, 2019, OPSC received requests for modernization funding that exceed available bond authority.  As of March 1, applications for modernization are being placed on the Applications Received Beyond Bond Authority List, along with new construction applications.  As of March 15, OPSC received the following for the Applications Received Beyond Bond Authority List:
    • New Construction: 60 applications worth $261,262,063
    • Modernization: 16 applications worth $48,772,369
  • New Website Format and Dashboard Feature – OPSC’s website is redesigned to simplify viewing information and to be accessibility compliant.  OPSC has created a Data Dashboard to facilitate the identification of the distribution of SFP funding.

Message From the Chair – Know Your Number

My time as Chair of the CASH Board of Directors has drawn to a close; this will be my final Message from the Chair.  It has been a pleasure and an honor to serve the CASH organization and its members, and I leave with a sense of humble accomplishment and hope for the future.  I look forward to being a resource for our incoming Chair, Julie Arthur with Palm Springs USD, as she continues CASH’s important work.  I would like to thank my colleagues on the CASH Board who I have served with, as well as each of our members for the honor of serving as your leader these past two years.  In addition, I would like to thank the CASH past chairs that have been an invaluable resource to me during the last two years.   I would like to use my last Message to reflect on what we have accomplished, as well as looking forward to future challenges for the CASH organization.
