AB 48 (O’Donnell) Approved by the California State Assembly

The bond bill, AB 48 (O’Donnell), was approved by the California State Assembly at the end of last week on a vote of 69-1. As you will recall a bond bill requires a two-thirds vote for passage in both the Assembly and the Senate. The amount approved was $13 billion. A number of changes to the School Facility Program (SFP) sought by CASH are incorporated in the bond bill language. We will keep the Board informed as AB 48 continues its journey through the Senate.

State Allocation Board Approves Full-Day Kindergarten Apportionments, CTE Unfunded Approvals

Today the State Allocation Board (Board) met to hear a number of business items, including Full-Day Kindergarten Facilities Grant Program apportionments and Career Technical Education Facilities Grant Program unfunded approvals. This was the first meeting administered by the new Chair, Gayle Miller, who was recently appointed chief deputy of policy at the California Department of Finance.

Call for Nominations – Legislative Advisory Committee

The CASH Nominating Committee is now accepting nominations to fill three (3) public sector seats and three (3) private sector seats on the Legislative Advisory Committee (LAC).

The LAC is advisory in nature. Its purpose is to provide the CASH Board of Directors (Board) with an annual draft legislative platform and recommendations on action/positions to be taken by the organization on existing or pending legislation. The Board Policy for the LAC states that the Nominating Committee shall solicit names from the general membership and present a slate of candidates to the CASH Board of Directors for approval. Self-nominations are encouraged.

May Revision: Governor Tweaks January Proposal

This update provides highlights of the Governor’s May Revision for 2019-20 which was released this morning. There was no discussion of Proposition 51 bond sales or apportionments in the Summary Document, indicating no change in the Governor’s proposal to sell and apportion $1.5 billion in bonds in the budget year. Additionally, the May Revision does not provide new funds for school energy efficiency projects.

New Appointed Chair of the State Allocation Board
