SAB Approves Priority Funding Apportionments

The State Allocation Board (Board) met on Wednesday, September 25 to hear a number of business items, including approval of Priority Funding apportionments and adoption of Career Technical Education Facilities Program and Charter School Facilities Program regulatory amendments.

Gayle Miller, the Board chair, congratulated Assembly Member O’Donnell and others for the passage of AB 48, which, if signed by the Governor, will place the 2020 state school bond on the ballot.

CASH Call to Action: Tell the Governor to Sign SB 268

We need your help to urge Governor Newsom to sign SB 268 (Wiener).  SB 268 addresses the issues created by AB 195 (Obernolte, 2017), which requires local bonds and other tax measures to include problematic information on the ballot label.

We are asking our CASH members, including school districts and associates, to send a letter to the Governor requesting his signature on SB 268.  The bill was passed by the Legislature on Friday, September 13, and the Governor has until October 13 to sign or veto the bill.

Time is of the essence; please submit your letters as soon as possible!

AB 48 Sent to the Governor

Assembly Bill 48 (O’Donnell) – the Public Preschool, K-12, and College Health and Safety Bond Act of 2020 – has been  sent to Governor Newsom for his action. We expect the Governor will sign the bill prior to October 13th (deadline to act on bills) in order to start a campaign.

AB 48 was amended on September 10, 2019 and would place a $15 billion state school facilities bond on the ballot for the March 2020 Statewide Primary Election. In addition to K-12 ($9 billion) and Community Colleges ($2 billion), the bill now includes California State University ($2 billion) and the University of California ($2 billion).

K-12 Programs Funded:

  • New Construction at $2.8 Billion
  • Modernization at $5.2 Billion
  • Lead in Water Testing and Remediation $150 Million (Out of Modernization)
  • Career Technical Education at $500 Million
  • Charter Schools at $500 Million

The bill also includes:

  • Health and Safety Projects
  • Disaster Assistance
  • Financial Hardship
  • Preschools, Kitchens, Health Facilities
  • Small School District Assistance

Update on Assembly Bill 48 (O’Donnell)

A lot has gone on in the past week.  We now have more clarity on the final version of AB 48.  We will provide more detail as we go through the significant number of program amendments that are contained in the September 10 amendments to AB 48. The bill has been set in the Senate Education Committee for tomorrow morning, September 12, 2019, at 8:30 a.m.

For your information, we have a 30,000 foot level summary, a link to the changes to current law, and please click here to view the CASH letter sent to the Senate Education Committee today,  which will also be delivered to the full Legislature.

CASH has never opposed a state school bond but has raised concerns.  We are continuing that precedent of not opposing but raising concerns.
