Message from The Office of Public School Construction (OPSC)

TO: ALL SCHOOL DISTRICTS AND COUNTY SUPERINTENDENTS OF SCHOOLS

The Office of Public School Construction (OPSC) is conducting a free interactive workshop on Friday, January 22, 2021, from 10 a.m. – 11:30 a.m. to provide information to CPA audit firms and Local Educational Agencies regarding the K-12 performance audit process for School Facility Program (SFP) projects funded on or after April 1, 2017, as required by Education Code Section 41024. Audit training will be related to audit procedures to perform and audit reports to prepare using “Yellow Book” Generally Accepted Government Audit Standards (GAGAS) for performance audits and the audit instructions contained in the Guide for Annual Audits of K-12 Local Education Agencies and State Compliance Reporting – Appendix B contained on the California Education Audit Appeals Panel website (www.eaap.ca.gov).
Topics include:

  • Introduction/Outline of the performance audit process.
  • Using the OPSC website as a tool in completing performance audits.
  • Examples of necessary performance audit procedures for a standard SFP close-out audit.

AB 841: Ventilation Verification and Energy Optimization – Training for the Design Professional, AHJ, and School Districts

Below is information about a free, self-paced training from the Sheet Metal Industry International Certification Board (ICB),  Testing, Adjusting and Balancing Bureau (TABB) and the National Energy Management Institute (NEMI) on verifying efficiency and compliance for school HVAC systems, and how AB 841 provides financial assistance to achieve this common goal.  This training was previewed by Chris Ruch (NEMI) at the last CMN Web-sShop focused on healthy indoor air quality (IAQ), but the course below is the full training program which includes Continuing Education Units (CEU) upon completion.  The CMN was pleased to be able to review the training during development and provide recommendations on how it could be improved.

Message from the Chair — Adjusting to the Times — Looking to the Future

As we approach the conclusion of a very challenging 2020, I want to reflect on CASH’s journey throughout this year, and also look to the future.  COVID-19 has been a game changer for K-12 schools in California and across the nation.  The public schools are this country’s essential nervous system with our students being the heart and soul of our nation.  The central role of public education is vital in the economic, social and political prosperity and stability of our society.

CASH Alert: AB 75 (O’Donnell) Kindergarten-Community College Public Education Facilities Bond Act of 2022

On Monday, December 7, 2020, Assemblymember Patrick O’Donnell introduced AB 75, the Kindergarten-Community College Public Education Facilities Bond Act of 2022, which would place a K-14 school bond on the 2022 state ballot. The amount of the bond is currently unspecified. While AB 75 is a starting point and it is likely that the program will evolve as discussions take place, as introduced this bill includes New Construction, Modernization Career Technical Education, Charter Schools, Disaster Assistance, Lead in Water Remediation, Small School Districts Assistance, Replacement of 75+ Year Old Buildings, and a Supplemental Grant for Support Facilities.

Bond dollars authorized by previous state school bonds are almost entirely exhausted.  CASH would like to thank Assemblymember O’Donnell for introducing this important bill.  CASH will work with Assemblymember O’Donnell and stakeholders to ensure the school facilities and maintenance community is at the table as the program is developed.
