Message from the Chair – Tough Times Don’t Last – Tough People Do!

As with every aspect of American life, COVID-19 has changed the game for the education community, including the school facilities and maintenance sector.  California schools are confronted with questions on procedures and processes about cleaning and disinfecting to ensure learning environments are clean, safe and healthy. The opportunities and challenges presented by the necessity of distance learning, providing food to under-served students who might not otherwise have access to meals, and significant State funding challenges on the horizon.  CASH was born in conflict, and we are meeting these challenges as we always do through education and advocacy.

State Allocation Board Increases Grant Amounts and Impact Fees

On January 22, the State Allocation Board (SAB) met to approve an adjustment to School Facility Program (SFP) grants, and to Level I development impact fees.

Proposition 13 – The Public Preschool, K-12 and College Health and Safety Bond Act of 2020

PPIC Poll

The Public Policy Institute of California (PPIC) has released the results of a statewide survey regarding the March Primary Election. In that poll, PPIC included a question regarding Proposition 13, the 2020 State School Bond. The poll found that the bond has 48% support, that 36% oppose and 16% do not know. The results of this poll are similar to the polls done by PPIC on Proposition 51 prior to the November 2016 General Election and is not something that is impossible to reverse and overcome.  We succeeded in passing Proposition 51 and we will pass Proposition 13.

School Board Resolutions Needed in Support of Proposition 13 – the 2020 State School Bond

CASH hopes every school district and county office of education will endorse the 2020 State School Bond. We need to show voters that the bond is supported by all types of school districts:

Proposition 13 – Californians for Safe Schools and Healthy Learning

The Public Preschool, K-12 and College Health and Safety Bond Act of 2020

 

We are asking our CASH members to begin educating California voters on the importance of passing the 2020 State School Bond, Proposition 13 on the March 3, 2020 Primary Election Ballot.  Due to the holidays, we only have about 100 days until voters receive their absentee ballots.

AB 48 + Proposition 13

In accordance with state guidelines, California Secretary of State Alex Padilla has announced the official numbers for propositions qualified for the March 3, 2020, Presidential Primary Election. The bond bill–AB 48 (O’Donnell)—has been officially designated as Proposition 13.

The next step is for the Attorney General to publish the official ballot label by November 1, 2019.

Questions may arise as to why the State is “re-using” such a prominent proposition number. In 1998, ballot measures were restarted at “1,” and since then have been reset every 10 years. As such, AB 48 was assigned the number 13 because it was the next number available.
