School Facility Program (SFP) Outlook

Now that the State has cashed out the $2.4 billion in SFP apportionments made by the State Allocation Board prior to the December 17, 2008 freeze, the question is: How will the state begin liquidating the $1.75 billion (and counting) in projects that have been approved (not apportioned) but remain unfunded? What are the contributing political and economic factors that will affect State cashflow and consequently the SFP in the short term? How can - and must - districts plan in the interim to maintain their building programs?
Featured speakers for this webinar include State Budget guru David Walrath, C.A.S.H. Lobbyist, Murdoch, Walrath & Holmes, and school finance expert Jeff Baratta of Piper Jaffray. Together these presenters will address the critical questions to help school districts and their consultants better understand what the short-term outlook is for the SFP.

- Equipment Requirements: In order to participate in the Webinar, you must have two (2) separate connections: one telephone line with a Touch-Tone™ or cellular telephone for the audio connection and a separate connection for Internet access.
- PC and Browser Requirements: MS Windows XP Home, Pentium 1 Ghz, 256 MB RAM, 1024x768 Screen Resolution, Internet connection: at least 56K modem, Microsoft Internet Explorer (IE) 6.0 or higher; Firefox 1.0.6 or higher; (Does not work with AOL versions. AOL users will need to minimize AOL and open IE)
- Minimum Java Requirements: Sun Java 1.5. Internet Explorer Java permissions should beset no higher than “Medium.”
- General Settings Requirements: Perform this check: under IE Explorer-->Tools-->Temporary Internet Files--> Settings. “Check for new versions of stored pages” should be set to ‘Every visit to the page.”
