Spring Conference and Pre Conference Workshop Pre Conference Workshop Coping With the Financial Crisis Wednesday, May 20, 2009 12:00 p.m. – 4:00 p.m. Registration: 12:00 p.m. Lunch: 12:00 p.m. – 1:00 p.m. Program: 1:00 p.m. – 4:00 p.m. This workshop will provide practical, workable solutions to coping with the current financial crisis facing school districts, emphasizing the impacts the overall financial crisis has on school facilities, maintenance, and operations funding. The new State Budget contains several significant changes regarding the way local school district budgets are funded and how those funds can be used. Major changes include deferred maintenance funding and Routine Restricted Maintenance Account requirements that could be in effect for the next five years. This workshop will cover the financial cuts and other program changes made that affect local school districts, explain what happened to the firewall between operations and capital funding, describe the results of the initiatives on the May 19, 2009 Special Election and the implications for local school districts, discuss potential changes that could occur in the State Budget as a result of the Governor’s May Revision, and provide practical coping strategies to assist school district facilities, maintenance, and operations programs in dealing with the current financial crisis. Spring Conference May 21-22, 2009 Draft Agenda (.pdf version - Updated April 29, 2009) The overall theme of the C.A.S.H. 2009 Spring Conference addresses the fiscal and other programmatic challenges that are facing school districts in these unprecedented times of state budget cuts, federal stimulus funding, and severe local school district fiscal constraints and reductions. Presentations are intended to provide participants with critical and timely information about what is happening and how local school districts (facilities and maintenance personnel in particular) can cope during these especially challenging times. On Thursday morning, timely updates from the Office of Public School Construction/State Allocation Board, CDE/School Facilities Planning Division, Division of the State Architect, and the Department of Toxic Substances Control will be provided. Thursday Afternoon Breakout Sessions: 2:00 p.m. – 3:00 p.m. & 3:15 p.m. – 4:15 p.m. Breakout Session I – Cash Flow, Smash Flow – Where’s My State Apportionment!? Do you know what the Pooled Money Investment Board (PMIB) and Pooled Money Investment Account (PMIA) are, and the very key role they play in determining whether you receive state funding for your new construction or modernization project in the next year or two, or three? This breakout session will describe in detail what happens AFTER the SAB approves your apportionment, and how that process determines when you might actually receive a cash disbursement from the state for your SAB apportioned or yet-to-be apportioned project. The little-known behind the scenes cash disbursement process administered by the State Controller, State Treasurer, and State Department of Finance has been functioning smoothly for years, but with the state’s cash flow problems and poor market conditions, the process has come to a virtual stop. This breakout session will explain why the disruption in cash flow occurred, and when the cash might start trickling out again to school district SFP projects. Breakout Session II – Improve Short-Term Cash Flow – Internal and External Borrowing Instruments and Requirements This session will describe the various borrowing instruments and techniques available to school districts, and the requirements and restrictions associated with each of them, including Certificates of Participation, Grant Anticipation Notes, Bond Anticipation Notes, Federal Tax Credits, and Waivers of Bond Capacity Limits. While the focus of this session will be on borrowing instruments, if time permits the discussion may also include local financing tools such as Local General Obligation Bonds, Lease Revenue Bonds, Parcel Taxes, Redevelopment Tax Increment, Developer Fees, School Facility Improvement District Bonds, and Mello-Roos Bonds. On Friday morning the C.A.S.H. Legislative and Regulatory Update will be provided and a special session titled, “What Does It All Mean – How Do We Tie It All Together?” will be presented. This session will integrate all of the information provided in the Conference and attempt to make sense out of how the information interrelates, and how to assimilate the information in a way that will allow you to determine what you should be doing in your district in response to the many changes, challenges, and opportunities that exist now and into the near future. Topics anticipated to be addressed include the May 19, 2009 Special Election results; the current and potential State Budget; Emergency SFP Regulations promulgated to address the cash flow problems; OPSC, CDE, and DSA processing timelines related to the State Furlough Program, and other issues. Select LEA practitioners will describe what their school districts plan to do during these turbulent times. In addition, time will be provided for all participants to share what they plan to do, and to collaborate with colleagues on strategies and solutions to address the variety of issues presented at the Conference.
