With the State’s cash flow crisis and stagnant national economy continuing to have an impact on funding and the State School Facility Program, how will the C.A.S.H. community rally to continue to build and modernize schools?
Find out at this year’s Fall Conference where the focus and attention lie – both from the practitioner’s and policymaker’s perspective. Knowing and understanding the priorities at the local and state levels is critical to planning a strategy to sustain the coming year. Hear from Sacramento leaders about a statewide school bond and what it entails. Get timely and substantive state agency, regulatory and legislative updates. Attend general Sessions and Breakouts that focus on the status of current and future state school facility funding, as well as on current efforts to improve the school facility funding and approval process. Now is the time for school districts, county offices of education and their partners to make the investment to attend the C.A.S.H. Fall Conference to learn how to be successful in this uncertain environment, as well as to prepare for future opportunities.
TUESDAY’S PROGRAM During Tuesday’s General Session, state agency and legislative representatives will provide timely updates on the current status of school facility funding and programs, including the State Allocation Board, the Department of Education and key legislative staff. Afternoon breakouts will cover legal issues around developer fees/bid protests and an in-depth review of the OPSC/DSA Program Review.
Tuesday Afternoon Breakout Session 2:00 p.m. – 3:00 p.m. & 3:15 p.m. – 4:15 p.m. Developer Fees and Bid Protests This breakout will focus on two very important topics that have become significant issues for many school districts and county offices as a result of the current economic downturn – developer fees and bid protests. Developers have been defaulting on fee obligations, asking for refunds, declaring bankruptcy, and challenging developer fee and Mello-Roos agreements. During this session you will hear from legal experts on how you can deal with unreasonable requests from developers and what it is they may and may not request under the law and your obligations. In addition, school districts and county offices are experiencing more bid protests than ever before as more and more contractors, some who have never built public schools, look for work. Also in this breakout, you will hear from school district practitioners concerning how to deal with multiple bid protests and best practices for handling them.
OPSC/DSA Program Review This breakout will be an in-depth review of the outcome of the OPSC/DSA Program Review process that will be taking place over the next few months, which could have significant implications for school districts and county offices. You will hear from experts in the field that have been a part of the bi-weekly meetings at DGS to discuss reforming programs in the following areas: • Planning • Design • Plan Review • Project Close-Out • Funding • Construction • Audits • Performance Metrics The objective of this breakout is that attendees come away with a better understanding of how DGS is working with OPSC and DSA to streamline and improve the program.
WEDNESDAY’S PROGRAM Wednesday’s General Session will focus on critical process issues that have arisen as a result of the current fiscal environment, and is designed to provide conference attendees information to assess current conditions and develop survival plans for the future.
