In 2011, the Legislature and Governor approved AB 436 (Solario), which creates new rules for how Labor Compliance Programs must be operated, and SB 293 (Padilla), which prohibits retention proceeds in excess of 5% on public works projects. These new laws have significant implications for those running construction programs in 2012 and beyond.

This workshop will bring you current information on these important new laws, as well as provide practical information on how to comply with their requirements. Specifically, the workshop will include an overview and summary of the new laws, perspectives on how and when they will be implemented, as well as:

  • A brief history on the Labor Compliance Program;
  • Updates on the Labor Compliance Program from OPSC, SAB and DIR (agencies invited);
  • A practitioner’s perspective on the Labor Compliance Program;
    An attorney, construction manager, and practitioner’s views on the implementation of SB 293 (Padilla); and
  • Dialogue and interaction from the audience with the panelists.

This is a must-attend workshop for any school district or county office of education that is currently running a construction program or plans to in the future.
