The implementation of Proposition 51 has been challenging due to the Administration’s resolve that two new specific accountability requirements be in place prior to the sale and apportionment of bond funds. Those requirements are an upfront “Grant Agreement” and a new state bond expenditure audit.

The SAB took action on June 5, 2017 addressing the matters of the upfront Grant Agreement, the True Unfunded List and the Acknowledge List. New audit requirements were included in a budget trailer bill agreed to by the Legislature and Governor on June 15th.

The July Workshop will focus upon these changes. Presenters will answer the following questions and more:

Upfront Grant Agreement and the New Audit Process
When will the upfront Grant Agreement be finalized?
For which projects will the Grant Agreement be required?
What expenditures of state bond funds are allowable and what is now disallowable?
What options are available to districts that have expended funds on projects for items ore processes that are disallowed? What remedies will be in place?
What is negotiable within the Grant Agreement?
Will financial hardship projects be treated differently under the upfront Grant Agreement?
Will OPSC audit staff in-service the local auditor community?
Will OPSC audit projects that are not subject to the upfront Grant Agreement?

The True Unfunded and the Acknowledged Projects Lists
What will be done immediately with the True Unfunded List?
When will bond funding be made available/
How will a district know what to expect as new requirements for the Acknowledged List?
Are new Acknowledged List “regulations” being prepared by OPSC?
Will the Acknowledged List projects need to go to the SAB for “re-approval?”
How will the appeals process work? Will there be a new regulation for Acknowledged Projects appeals?
