C.A.S.H. Committees at Work for You

Did you know that C.A.S.H. has several committees that meet on a regular basis covering school facility topics from legal issues to urban issues which affect school districts and businesses alike. Following is a list of C.A.S.H. committees and their purpose.

Standing Committees:

 

Annual Conference Planning, Joe Dixon, Chair

The Annual Conference Planning Committee’s main purpose is to develop and coordinate topics, speakers and activities for the annual conference.  The Committee also plans all other aspects of the conference such as Keynote Speaker, Golf Tournament, School Tour, and Quality Control for Workshops, etc.  The Committee meets seven times a year in the following months:  March through August and January.  Membership is open to all C.A.S.H. members.

Architects, Steve Newsom, Chair

The C.A.S.H. Architects meet at the Spring, Fall, and Annual Conferences to discuss issues of interest to school architects. Membership is open to C.A.S.H. Architect firms.

Budget, Lyn Gruber, Chair

The purpose of the Budget Committee is to prepare the association’s annual budgets for approval by the Chair and Board of Directors.  The Budget Committee Chair is a sitting Board member appointed by the Chair and serves at the pleasure of the Board.  The Budget Committee also consists of other sitting Board members.

C.A.S.H. Corps, Mike Vail, Chair

The purpose of this committee is to encourage participation in C.A.S.H.'s activities by future school facilities leaders. C.A.S.H. Corps members will be assigned a mentor who will explain participation opportunities and be available to answer questions. In addition, C.A.S.H. Corps members will have the opportunity to interact with C.A.S.H. Board members and staff.

Environmental, Kathy Tanner, Chair

The purpose of the Environmental Committee is to focus on matters related to CEQA, air quality, mitigation issues, DTSC, storm water and other environmental issues related to the outside of the school building for the purpose of advising the C.A.S.H. Board.  This committee meets as needed and is open to all C.A.S.H. members.

High Performance Schools, Steve Newsom, Chair

The purpose of the High Performance Schools Committee is to consider and advise the C.A.S.H. Board on proposals within the School Facility Program for sustainable design and energy conservation and to review, consider and advise the Board regarding proposed development and implementation of high performance standards in school construction.  The committee includes representatives from school districts, state agencies, architects, sustainable design experts, and advocacy groups.  This committee meets as needed and is open to all C.A.S.H. members.

Legal Advisory, Bill Draa, Chair

The C.A.S.H. Legal Advisory Committee consists of attorneys whose law firms or offices belong to C.A.S.H. and focus on school facility issues.  The Legal Advisory Committee provides informal advice and other assistance to the C.A.S.H. Board of Directors on issues upon request; exchanges information on emerging trends in school facility construction law; and serves as a resource for ideas and speakers available for C.A.S.H. programs.  The Committee meets as needed, usually via teleconference.  Membership is open to all C.A.S.H. attorneys.

Legislative Advisory, Margie Brown, Chair

The Legislative Advisory Committee is advisory in nature.  Its purpose is to provide the C.A.S.H. Board of Directors with an annual draft legislative platform and recommendations on action/positions to be taken by C.A.S.H. on existing or pending legislation.  This committee traditionally meets six times a year.  Membership on this committee is by nomination and appointment by the C.A.S.H. Board of Directors Nominating Committee.

Maintenance Network, Don Ulrich and Joe Dixon, Co-Chairs

The C.A.S.H. Maintenance Network was formed to address the needs of the school maintenance community.  Activities of the C.A.S.H. Maintenance Network include providing timely updates on legislation and budget proposals of interest to the school maintenance community; conducting regional meetings and workshops to address maintenance specific issues and assisting in the development of the maintenance strand of workshops and roundtables at the C.A.S.H. Annual Conference.  There is an additional fee for membership in the Maintenance Network. Workshops are held annually (usually in the Fall) in the Northern, Central, and Southern parts of the state.

Membership, Janet Dixon, Chair

The Membership Committee has the charge of membership recruitment and retention.  The committee consists of all of the other standing C.A.S.H. committee chairs.  This committee meets periodically to review membership trends and areas of marketing for membership outreach.

Nominating, Ted Rozzi, Immediate Past Chair

The purpose of the Nominating Committee is to annually review sitting Board member two-year terms, obtain continued commitment from those members, and fill any vacancies through a nomination and Board approval process.    The Nominating Committee also solicits nominations for the Legislative Advisory Committee and presents those names to the Board of Directors for approval.  The Nominating Committee is made up of three members, at least two of whom are past chairs and one sitting Board member.

School Bond Finance, Cathy Allen, Joe Dixon, and Ted Rozzi, Co-Chairs

The purpose of the C.A.S.H. School Bond Finance Committee is to have key members in certain category areas provide leadership in securing contributions for statewide school bonds.  This committee meets as needed during years when we have school bonds and is open to all C.AS.H. members.

School Facilities Leadership Academy, Ted Rozzi, Immediate Past Chair

This Committee was instrumental in the planning and execution of the first School Facilities Leadership Academy program in 2006. The continued focus of this committee is to ensure the Academy continues to offer a rigorous and timely leadership curriculum and maintains qualified instructors. This committee is made up of leadership in C.A.S.H and Fiscal Crisis Management Assistance Team (FCMAT).

Urban School District, Tim White, Chair

The C.A.S.H. Urban School District Committee is comprised of urban school districts and others who are interested in urban school facility issues and are members of C.A.S.H. The Committee’s mission is to be a resource of informal advice and information to the C.A.S.H. leadership on urban school facility issues; to facilitate a forum for urban school facility professionals to discuss ideas and share information of common interest and to provide outreach to urban school facility professionals who are not members of C.A.S.H. This committee meets bi-monthly, usually on C.A.S.H/SAB meeting day. This committee is open to all C.A.S.H. members.

Ad Hoc Committees:

Charter Schools Working Group, Jim Bush and Mike Vail, Co-Chairs

The purpose of the working group is to provide outreach to charter schools on facility issues. The working group will explore options for charter school membership in C.A.S.H. and workshops on State School Facility Program as it relates to charters.

Complete Schools Task Force

The C.A.S.H. Complete Schools Task Force developed out of former C.A.S.H. ad hoc committees focused on the issue of grant adequacy for school facilities.  The Task Force is conducting short-term and long-term studies to look at funding levels necessary to build complete schools that meet the state’s building and academic standards.  The Task Force is comprised of school practitioners and private sector representatives with extensive knowledge and expertise in public school construction.

County Office of Education Working Group, Jenny Hannah, Chair

The County Office of Education working group will coordinate with other organizations that represent county offices of education to ensure that C.A.S.H. is aware of their priorities and they are aware of C.A.S.H.’s positions and priorities. The intent is to reduce potential conflict on county offices of education facility issues for more effective advocacy.

Outreach Committee, Mike Vail, Chair

The Outreach Committee was set-up to encourage an expansion in the number of C.A.S.H. members who are participating in the organization's activities. Specifically, more nominations for the C.A.S.H. Board and Legislative Advisory Committee and more requests to serve as presenters at C.A.S.H. conferences and workshops will hopefully result from the Committee's efforts.
