The DSA Advisory Board met on Thursday January 21, 2010. Below you will find two items of note for districts and architects.

Access Compliance Plan Review Fees

Aaron Noble announced that the Access Compliance Plan Review Fees will double, possibly as early as March 1, 2010. He said the fees have not increased since the 1980’s and expenditures are exceeding revenues. He explained that the Access Fees are placed in a different account than the Structural and Fire/Life Safety fees, and fund the Access Unit. The Building Standards Commission approved the increase in the Access Fees last summer, but the Department of Finance just approved the increase last week.

Automatic Fire Sprinkler System Deferred Submittals

DSA explained the planned timing of draft Policy 10-B---Automatic Fire Sprinkler System (AFSS) Plan Submittal Requirements. The draft policy states that effective March 1, 2010 DSA will no longer accept deferred submittals for AFSS. The draft policy is not yet fully vetted. However, the plan is to publish the policy February 1, 2010 with an effective date of March 1, 2010. Between March 1 and June 1, plans submitted without fire sprinkler designs will be accepted, but they will be placed in the BIN and will have 8 weeks for the fire sprinkler designs to catch up with the plans. Effective July 1, plans submitted without fire sprinkler designs will be considered incomplete and will not be accepted. Again, this policy and procedure are still being vetted within DSA.
