Executive Officer Statement
Lisa Silverman provided updates on the following:

–  Current Priority Funding Filing Round: The current round opened on November 11, 2015 and will close on December 10, 2015.  There are currently 15 projects for 10 school districts on the Unfunded List (Lack of AB 55 Loans) totaling $87.4 million that could submit a request to participating in this filing round.

Executive Officer Statement

  • Lisa Silverman provided updates on the following:Close of 2014 Charter School Facilities Program (CSFP) Funding Round – In November 2014, the State Allocation Board (Board) provided unfunded approvals for Preliminary Charter School Apportionments in the 2014 funding round, which was open until July 24, 2015.  Nine schools with 13 projects worth $157.0 million have been approved, and $0.5 million in bond authority remains for the 2014 round.  Once this is apportioned at a future meeting, the remaining applications will be returned to applicants.
  • Status of Fund Releases for Priority Funding Apportionments – On April 15, 2015, the Board approved $113.6 million in priority funding apportionments for 41 projects representing 22 school districts.  Districts that received an apportionment were required to submit a valid Fund Release Authorization (Form SAB 50-05) containing an original signature by Tuesday, July 14, 2015, to Office of Public School Construction (OPSC).  OPSC received 27 fund release requests totaling $96.7 million.  Twelve Career Technical Education Facilities Program Projects were approved as a reservation of funds.
  • Regulation Update – OPSC anticipates that regulations adopted by the Board in October 2014 will be in effect on October 1, 2015.  These regulations align the Charter School Preliminary Apportionment general site development grant with the one provided in the New Construction program.
  • Upcoming Bond Sale – There will be a General Obligation Bond sale on August 26, 2016.  Staff anticipates receiving bond proceeds for the School Facility Program from this sale.

Governor Signs Budget, Changes RRMA Contribution Requirements

On Wednesday, June 24, 2015, the Governor signed the 2015-16 Budget Act and accompanying trailer bills to implement the budget with very little fanfare.  A negotiated deal between legislative leadership and the Governor was announced last Tuesday, June 16, one day after the Legislature approved its initial budget package.  The Legislature passed modifications to the first budget bill and most of the accompanying trailer bills on Friday, June 19.  The main budget bills are AB 93 and SB 97, and education trailer bills include AB 104, the K-12 omnibus bill, and SB 78, which makes mainly technical adjustments to the Local Control Funding Formula.

Legislature Passes Budget – Implications for School Facilities

Today the Legislature passed the FY 2015-16 Budget Act and a handful of accompanying trailer bills in order to meet the June 15 constitutional deadline.  Negotiations continue between the Governor and the Legislature to finalize a deal on the budget.  Today, the Legislature voted to approve the main budget bill, AB 93, as well as four trailer bills to implement various provisions of the budget.  Further action will be required for the Legislature to approve additional budget legislation, including the education trailer bill.

Senate Holds Joint Informational Hearing on School Facilities

On Wednesday, February 18th the Senate Education and Senate Budget Subcommittee #1 on Education held a joint informational hearing on school facilities.

 

The hearing began with Bruce Hancock, former Assistant Executive Officer of the State Allocation Board, and Bill Savidge, the current Assistant Executive Officer of the State Allocation Board, providing a history of the School Facility Program (SFP) and discussion of current needs to establish a context for discussion.
