Legislature Passes Budget – Implications for School Facilities

Today the Legislature passed the FY 2015-16 Budget Act and a handful of accompanying trailer bills in order to meet the June 15 constitutional deadline.  Negotiations continue between the Governor and the Legislature to finalize a deal on the budget.  Today, the Legislature voted to approve the main budget bill, AB 93, as well as four trailer bills to implement various provisions of the budget.  Further action will be required for the Legislature to approve additional budget legislation, including the education trailer bill.

The May Revision and State Budget Activities
The Governor released his May Revision budget update on Thursday, May 14, 2015, and the
Legislature is currently reviewing, reconciling, and finalizing budget actions in order to
meet the constitutional deadline to pass a budget by June 15. The Governor estimates an
additional $6.7 billion in revenues above the January proposal across three fiscal years
(2013-14, 2014-15, and 2015-16), $5.5 billion of which are proposed to go to K-12 and
community colleges under Proposition 98. The Legislative Analyst’s Office (LAO)
estimates revenues approximately $3 billion above the Governor, who is known for making
very conservative estimates in order to maintain a fiscally prudent approach and minimize
new spending.

Governor Releases May Revision Budget, Is Silent on the Future of State Facilities Funding

Today the Governor released the May Revision budget update.  His budget estimates an additional $6.7 billion in revenues above the January proposal, $5.5 billion of which will go to K-12 and community colleges under Proposition 98.  This increases the Proposition 98 minimum guarantee by $241 million in 2013-14, $3.1 billion in 2014-15, and $2.7 billion in 2015-16, for revised minimum guarantee levels of $58.9 billion, $66.3 billion, and $68.4 billion respectively.  The Proposition 98 maintenance factor is reduced to $722 million.

Legislature Passes Budget – Education & Facilities Impacts

Last night, the Legislature passed the FY 2014-15 Budget Act and a number of accompanying trailer bills in order to meet the June 15 constitutional deadline. The budget includes $108 billion in General Fund spending and reflects a number of important education policy changes, including an expansion of state-funded preschool and a plan to begin addressing unfunded liabilities in the teacher pension system (CalSTRS). Below is a selection of some of the key education components included in the budget as adopted by the Legislature.

Legislative Update – May 2014

The Legislature just passed a very important deadline: May 2 was the last day for policy committees to hear bills with fiscal implications.  Most bills are now pending in the Appropriations Committee in their house of origin and must be passed out of this committee by May 23.  Bills are then considered by the full Senate or Assembly and must be passed out of their original house by May 30.

 

Below is an update on a number of priority bills for which C.A.S.H. has taken a position or that staff is actively monitoring.  Note that when bills are heard in the Appropriations Committee, the Committee will often defer action, sending bills to the “suspense file.”  This is a mechanism whereby each house collects and prioritizes bills with state fiscal implications, acting upon them at a later date.
