The May Revision and State Budget Activities
The Governor released his May Revision budget update on Thursday, May 14, 2015, and the
Legislature is currently reviewing, reconciling, and finalizing budget actions in order to
meet the constitutional deadline to pass a budget by June 15. The Governor estimates an
additional $6.7 billion in revenues above the January proposal across three fiscal years
(2013-14, 2014-15, and 2015-16), $5.5 billion of which are proposed to go to K-12 and
community colleges under Proposition 98. The Legislative Analyst’s Office (LAO)
estimates revenues approximately $3 billion above the Governor, who is known for making
very conservative estimates in order to maintain a fiscally prudent approach and minimize
new spending.

Senate Holds Joint Informational Hearing on School Facilities

On Wednesday, February 18th the Senate Education and Senate Budget Subcommittee #1 on Education held a joint informational hearing on school facilities.

 

The hearing began with Bruce Hancock, former Assistant Executive Officer of the State Allocation Board, and Bill Savidge, the current Assistant Executive Officer of the State Allocation Board, providing a history of the School Facility Program (SFP) and discussion of current needs to establish a context for discussion.

Conference Committee Acts on Fund Transfer Proposal

On Wednesday, June 4, the Conference Committee took action on the Governor’s budget proposal to transfer the remaining bond authority from four boutique programs to the new construction and modernization programs.  Budget items for which the Senate and Assembly took different actions are referred to the Conference Committee to be resolved.  For the fund transfer, Conference Committee adopted a compromise that includes elements from the actions of both houses.

New School Bond Discussed in Senate Budget Subcommittee Hearing

Yesterday the prospect of a new school bond was publicly discussed by the Department of Finance (DOF) during a preliminary budget hearing.  Senate Budget Subcommittee #1 on Education held an overview hearing to discuss the Governor’s Proposition 98 and LCFF implementation proposals for 2014-15.  There was no action taken at this hearing, and today’s efforts mark the beginning of a Legislative dialogue that will take place over the next few months.

Governor Appoints Eraina Ortega to Department of Finance (DOF)

The following appointment was made on August 15 by the Governor.

Eraina Ortega, 39, of Sacramento, has been appointed chief deputy director of policy at the California Department of Finance. Ortega has served as senior legislative representative at the California State Association of Counties since 2008. She was manager of the Judicial Council’s Office of Governmental Affairs from 2001 to 2008 and a policy analyst at the California Legislative Analyst’s Office from 1999 to 2001. Ortega earned a Master of Public Policy degree from the Harvard University, John F. Kennedy School of Government. This position does not require Senate confirmation and the compensation is $161,916. Ortega is registered decline-to-state.
