The May Revision and State Budget Activities
The Governor released his May Revision budget update on Thursday, May 14, 2015, and the
Legislature is currently reviewing, reconciling, and finalizing budget actions in order to
meet the constitutional deadline to pass a budget by June 15. The Governor estimates an
additional $6.7 billion in revenues above the January proposal across three fiscal years
(2013-14, 2014-15, and 2015-16), $5.5 billion of which are proposed to go to K-12 and
community colleges under Proposition 98. The Legislative Analyst’s Office (LAO)
estimates revenues approximately $3 billion above the Governor, who is known for making
very conservative estimates in order to maintain a fiscally prudent approach and minimize
new spending.

Budget Subcommittees Approve Plan to Delay the Return of Full Maintenance Funding

Under existing law, school districts that participate in New Construction and Modernization programs are required to set aside at least 3% of their annual general fund budget for routine maintenance, for 20 years after receiving state funds.  Under Budget Flexibility commencing in 2008-09, this requirement was suspended, but is set to return in 2015-16.  Predictably, the result was that school maintenance budgets were the first to be cut and the last to be restored, if they have been restored at all.  The Governor’s 2015-16 January State Budget and Proposed May Revision both include the return of the RRMA contribution in 2015-16.

Governor Proposes OPSC Staffing Decrease in May Revision

As part of his May Revision budget, the Governor is proposing to decrease Office of Public School Construction (OPSC) staffing by 37 positions, a reduction worth $4,470,000.  This proposal was included in one of the May Revision budget letters submitted by the Governor to the Legislature for their consideration.

This is a strong signal regarding the Governor’s lack of support for a state school bond.
