Executive Officer Statement

Lisa Silverman provided updates on the following:

–          Priority Funding Apportionments – This agenda includes $113.6 million in priority funding apportionments for 41 projects representing 22 school districts.  These projects are required to submit a valid Fund Release Authorization (Form SAB 50-05) by Tuesday, July 14, 2015.

C.A.S.H. Chair, Joe Dixon, called the meeting to order at 11:05 a.m.  New members and guests were welcomed and introduced.

Joe noted that the meeting is being recorded and will be posted to the website archive.  Joe encouraged those interested in sponsoring the monthly meeting webcast to visit the C.A.S.H. website.

Conference Committee Acts on Fund Transfer Proposal

On Wednesday, June 4, the Conference Committee took action on the Governor’s budget proposal to transfer the remaining bond authority from four boutique programs to the new construction and modernization programs.  Budget items for which the Senate and Assembly took different actions are referred to the Conference Committee to be resolved.  For the fund transfer, Conference Committee adopted a compromise that includes elements from the actions of both houses.

Seismic Mitigation Program Projects Now Eligible for High Performance Incentive Grants

The following update is provided courtesy of the Department of General Services, Office of Public School Construction. 

TO: ALL SCHOOL DISTRICTS AND COUNTY OFFICES OF EDUCATION

High Performance Incentive (HPI) grants are now available for all Seismic Mitigation Program (SMP) projects. School Facility Program regulation amendments, approved by the State Allocation Board in May 2013, were approved by the Office of Administrative Law on November 5, 2013. These regulatory amendments became effective on January 1, 2014.

There is approximately $38 million in remaining bond authority available for HPI grants for qualifying SMP projects. All districts submitting a request for funding to the Office of Public School Construction for SMP projects after January 1, 2014, have the option to request the HPI Grant for projects that include high performance attributes.
