No Deal – State School Bond Update

In response to the lack of state funding for school facilities, the Coalition for Adequate School Housing (C.A.S.H.) has qualified a State School Bond for the November 2016 ballot.  The initiative provides $9 billion for New Construction ($3 billion) and Modernization ($3 billion) projects, as well as Career Technical Education ($500 million), Charter Schools ($500 million), and Community Colleges ($2 billion).  The initiative also preserves the School Facility Program (SFP) under Chapter 12.5 of the Education Code.  C.A.S.H. has taken this significant action because we believe the California Constitution requires the state to be a partner in school construction and renovation to ensure that schools are, “…safe, secure and peaceful” (Article IX Section 5 and Article 1 Section 28).  C.A.S.H. believes that California’s children are worth the investment.

Governor Releases May Revision Budget, Is Silent on a Statewide Bond

Today the Governor released the May Revision budget update.  His budget estimates an additional $2.4 billion in revenues from 2012-13 through 2014-15.  This increases the Proposition 98 minimum guarantee by $659 million.

The Governor continues to prioritize fiscal restraint and addressing long-term debts.  As such, the May Revision is silent on the possibility of a new statewide bond on the November ballot.  It also does not include any modifications or additional comments on the school facilities proposals made in the January budget: $188.1 million for the Emergency Repair Program, and the transfer of $211 million in remaining bond authority from four specialized programs to the main New Construction and Modernization programs.

SAB Program Review Subcommittee Financial Hardship, COEs, & Confirming Recommendations

Absent: Kathleen Moore (CDE)

The SAB Program Review Subcommittee met on October 24, 2013 to confirm its position on a number of previously-discussed items.  They are now focused on honing their policy recommendations for a future program, in anticipation of presenting them to the full State Allocation Board in January.

SAB Program Review Subcommittee – Dwelling Units, Supplemental Grants, and Portable Classrooms – August 13, 2013

The SAB Program Review Subcommittee met to continue discussing a number of issues that have been addressed at prior hearings, including dwelling units and new construction eligibility, consolidating supplemental grants, and the funding of portable classrooms.  While each of these items received in-depth treatment, the subcommittee did not reach consensus on any major policy recommendations.  Additionally, they decided to postpone discussion of the definition of a classroom and options for loading and county classrooms to a subsequent hearing.
