Legislative Update
The Legislature concluded its business for the year on September 11, 2015, and will reconvene in Sacramento on January 4, 2016. The Governor had until October 11, 2015, to sign or veto bills. Below is an update on final actions for C.A.S.H. priority bills that made it to the Governor’s desk.

C.A.S.H. Joins ACSA, CSBA and CASBO in Effort to Provide Guidance on PCBs

In recent months, the potential presence of polychlorinated biphenyls (PCBs) in schools has been an issue that has gained national attention in the media and elsewhere.

PCBs were manufactured in the United States between 1950 and 1979, before their manufacture was banned by Congress due to concerns about their potential for adverse effects on health and the environment.  During that period, PCBs could be found in caulking and elastic sealant materials used for windows, door frames, stairways, masonry columns and other masonry building materials.  In addition, many old lighting systems contain ballasts that were manufactured with PCBs.
